A very good point by PK: Means-testing medicare hay bất kỳ một loại social security nào đều tương đương với tăng thuế nhưng không progressive bằng income tax. Có lẽ Mỹ nên học tập Úc khi cung cấp medicare cho toàn dân nhưng đánh thuế thêm (surcharge) với những người có high income.
